Real Estate Plumber in Lutwyche
Most homes here are rented rather than owned, so a plumbing fault usually begins with a tenant's message, not an owner's phone call. Searching for a real estate plumber means Lutwyche rentals are our regular run, and our Lutwyche team handles the repairs, the efficiency checks and the fixture limits that decide who pays for water.

Who to Call When a Rental Needs a Plumber
Queensland's tenancy law sorts every repair a rental needs into emergency repairs and routine repairs. The Act's emergency list includes a burst water service, a serious leak on the water service, a toilet that blocks or breaks, a gas leak, and any breakdown of the gas or water supply. Whatever the list leaves out counts as routine.
Each tenancy agreement names a nominated repairer and says who the tenant contacts first: the property manager or owner, or that repairer. A verbal report is enough, and a short text or email afterwards is good practice. Repairs needed to meet the minimum housing standards count as emergencies too.
Routine repairs run on a simpler rule: the tenant tells the owner or manager, and the work happens within a reasonable time. Under the same law, the tenant reports damage as soon as possible, and the owner keeps the place in good repair for the whole tenancy.
The licence line matters as well. Clearing blocked sanitary pipework, fixing fractured pipes and swapping fittings or fixtures all need a licensed person, while a shower rose change or a washer swap does not. Gas repairs and appliance changes end with gas compliance certificates for the owner or agent, and notifiable plumbing comes with a Form 4 lodged with the QBCC inside 10 business days.
Access gets settled with the tenant through the owner or manager before we attend, because the tenant controls the home day to day.

What Makes a Rental Water Efficient
Under Queensland's water charging rules, each internal cold tap, each single mixer tap and each showerhead is capped at 9 litres per minute. Toilets need a dual flush cistern. The rules allow 6.5 litres or less on full flush and 3.5 litres or less on half flush.
The average flush volume, worked out from one full and four half flushes, cannot exceed 4 litres.
Only the internal cold taps over a hand basin, kitchen sink or laundry trough count, mixers included. Bath taps, outdoor garden taps and the taps feeding washing machines and dishwashers sit outside the test.
Every fixture sold here carries a label from the Water Efficiency Labelling and Standards scheme, showing its star rating and water use. The Residential Tenancies Authority suggests 3 stars or higher on fixtures made from 2005 onwards. That line is guidance, not a legal limit.

The Conditions for Charging a Tenant for Water
Four conditions open the door to full billing, and every one of them has to hold:
- the property has its own separate meter, or its water is delivered by vehicle;
- the property passes the efficiency test;
- the tenancy agreement states that the tenant pays for water;
- the account reaches the tenant inside 4 weeks of the owner or manager receiving it.
Two 4 week clocks run off that list. A late bill never has to be paid; a bill handed over in time starts the tenant's own 4 weeks to pay.
Only the water usage charges and the State bulk water item can cross to the tenant once the conditions hold. The sewerage usage charge and the fixed water and sewerage access charges stay with the owner or manager.
Hidden leaks can push usage well past what any efficiency fix saves, so leak detection is worth booking before a billing dispute starts rather than after.

When the Check Finds a Fixture Over the Limit
A water efficiency check runs fixture by fixture: we measure each indoor cold tap, mixer, shower rose and toilet against the rental limits and note anything that falls short. The water rating label on each fixture gives us its star rating and rated flow on the spot.
What happens next depends on the fixture:
- A tap or a toilet over the limit is regulated work, so a licensed plumber replaces it; see our toilet installation page for suite choices.
- Changing a shower rose needs no licence at all, provided the new head still meets the standard.
- The call to upgrade belongs to the owner or manager, never the tenant.
The check itself carries no certificate, report or sign-off. You get the readings, the shortfalls, and plain advice on what to change.

Mostly Units and Mostly Rented
Census figures count 1678 of the suburb's 2157 dwellings as flats or apartments. Only 19.2 per cent were owned with a mortgage, so tenancy rules touch more homes here than ownership rules do.
Housing here spans two eras: pre-1940 weatherboard houses on Fuller Street and later brick units around Lutwyche Road. Both eras turn up in our rental checks.
Unit blocks change the repair maths too. A failed hose in one flat on a shared riser becomes a ceiling stain in the flat below, so managers book the fix faster than a single household ever would.

Rental Plumbing Questions From Our Customers
Call (07) 3523 7172Can a tenant arrange their own emergency plumber in Lutwyche?
Yes, but only once the emergency contact named in the tenancy agreement cannot be reached in a reasonable timeframe. From there, either the tenant or the property manager can bring in someone appropriately qualified, with the cost capped at 4 weeks' rent, and the payment side is settled between the parties afterwards.
What flow rate does a rental have to meet?
Nine litres a minute is the ceiling for internal cold taps, single mixer taps and showerheads. Bath, garden and appliance taps are exempt. Toilets need dual flush with both volumes inside the caps. Those numbers gate full water billing for a tenant, not every rental.
Is a tenant billed for all the water used?
No, not unless four conditions hold at once. The property needs its own separate meter and a pass on the efficiency test, the agreement has to state the tenant pays, and the account has to reach the tenant inside 4 weeks. The sewerage usage charge stays with the owner.
What if a rental in Lutwyche is not water efficient?
The owner or manager covers a reasonable amount of the usage, and the tenant may be asked to pay only the excess. Both parts apply where the property has its own meter and the agreement says the tenant pays. The Act leaves a reasonable amount undefined, so the parties set it as a special term.
What does a water efficiency check involve?
A plumber measures every indoor cold tap, mixer, showerhead and toilet against the rental limits, reading each fixture's water rating label and noting anything that falls short. A licensed plumber replaces taps and toilets; no certificate, report or price is promised with the check.
